1. Source reputable methodologies from references. Wherever possible, compare and combine several.
2. Source research on the application of those methodologies to SMEs
3. Record References.
4. Derive a process model using the BSF:

• create domains
• assign processes to domains
• create roles
• assign owner roles to processes
• test the model against the role mappings

5. Debate the model.
6. Derive the practices from the source references.
7. Check the global (0.4.n) maturity model fits the Discipline. Where a strong case for an exception exists, derive a sub-model (n.4.n).
8. Assign maturities to practices
9. Check the global (0.6.n) optimisation model fits the Discipline. Where a strong case for an exception exists, derive a sub-model (n.6.n).
10. Assign phases to practices
11. Check the global (0.9.n) practice categorisation model fits the Discipline. Where a strong case for an exception exists, derive a sub-model (n.9.n) or a null model (n.9.0).
12. Assign categories to practices
13. Debate the model.
14. Create Guidance content. Include

• Techniques (shared fragments of guidance)
• Opportunities for Workbooks
• Requirements for external expertise (very few of these)
• Opportunities for external expertise

15. Design assessment(s). Identify

• Objective metrics
• Inference factors
• Questions

16. Create credits
17. Submit for review process.
18. On approval, publish
